Procurement and Tendering Procedures

 

Individual procurement exercises are normally conducted using the following process:

 

	•	Advertisement of contracts on the NHS Supply2 health website (see link below) inviting expressions of interest through the completion of a PQQ (pre qualification questionnaire). Where applicable, contracts are also advertised within the Official Journal of the European Union – OJEU (see link below).
	•	Selection of potential providers to be invited to tender following the evaluation of PQQ’s.
	•	Invitation to tender (ITT) of selected potential providers.
	•	Evaluation of offers and notification of the proposed award to participants through a standstill process.
	•	Award of the contract and publication of an award notice on NHS Supply2 Health website and OJEU (where applicable).
	•	Contract mobilisation and implementation.
	•	Contract performance monitoring and review throughout the period of the contract.

 

Most elements of the above process are conducted using the Bravo electronic sourcing site (see link below) so that documents are transmitted to and from participants electronically.  Advice and support is made available to all participants in the use of this system.
